Legend Consulting Inc. is comprised of a team of experienced professionals dedicated to the success and mission of your project. Our CEO previously served as both Chief of Staff and Director of the DC Department of Small and Local Business Development (DSLBD). The other principal in the company is a retired DC government cabinet member who was a contracting officer and headed up District of Columbia Government agencies.​
Legend Consulting and Southeastrans have been partnering for 11 years with Health Services for Children with Special Needs. HSCSN coordinates physical, mental, behavioral, developmental, and care services for special needs children and young adults. Southeastrans has been able to continually meet those needs, through a dedicated management team and co-workers. They were specifically interested in improving service quality and increasing transportation provider compliance and oversight.

Marrel Foushee serves as President of Foushee’s Business Management
Services, Inc., Foushee’s Tax and Financial Management Services, Inc.,
Secretary/Treasurer of Legend Consulting Inc. and Lerram Non-Profit, Inc and as
Treasurer to BCG Holdings, Inc and Marion Barry Kim Dickens Non-Profit Kidney
Foundation, Inc. He founded and has served as President of Foushee’s Tax and
Financial Management Services, Inc. since 1978.
Robert Summers
Co-Founder and Project Manager
Accomplished senior executive with broad experience in business development, operations management, sales management, and marketing. Expertise in developing both internal and external relationships, presenting complex material to mid- to large-sized audiences, and managing cross-functional teams to uphold and achieve organizational vision. Excellent negotiation, communication, and interpersonal skills with a reputation for productive issue resolution. Proven success at managing new business development and strategic planing within local, regional, and international markets.
